The scheduler no longer has to improvise office politics. Instead, it tracks actual usage against those shares over a sliding window and prioritizes under-used groups, while a minimum-runtime contract lets it preempt and rebalance long jobs. The new scheduler makes it feel like they have an extra 30% compute.
